A bid to turn a floor above a former newsagents into residential accommodation has been denied over vermin and smell fears.
An application for 14 Market Place in Bungay town centre wanted planning permission to turn the first floor - which is used for storage - into a flat.
East Suffolk Council has refused the application by Bungay Local Ltd due to risk of "vermin and odour".
The decision says there are "inadequate arrangements for the storage and management of domestic waste being located off a bedroom of the first floor flat" which may result in the unwanted guests and smells.

The proposed arrangements for disregarding waste were described as inadequate and "do not demonstrate how refuse/recycling bins could be adequately stored".
Suffolk County Council Highways also held an objection "based on lack of available parking and insufficient cycle storage to compensate for lack of parking".
The ground floor of the three-storey building was Matins newsagents but now remains empty.
The proposed floor plans show it was aiming to be a two bedroom flat.
