The owner of a riverside marina has lost a second planning battle with the Broads Authority amid claims he is the victim of a "personal vendetta".
Raymond Hollocks has been told to remove two static caravans from Loddon Marina, which sits along the banks of the River Chet, following a two-year dispute.
He claimed that these homes had been situated on the site for more than 20 years and were rented out to the boatyard manager and other tenants, which included homeless and vulnerable people, with whom he has tenancy agreements in place.
However, the BA believed they were not of a "high standard of design" and took enforcement action against him in order to have them removed due to a lack of planning permission.
It is one of several disputes he has been embroiled in with the authority, which also includes breaching regulations at the Beauchamp Arms along the River Yare, which he has also lost.
A further legal battle is also ongoing at the Berney Arms, an isolated pub further downstream on the Yare near Breydon Water.
The years of planning rows have led Mr Hollocks to claim the BA has a "personal vendetta" against him - an accusation that was dismissed by the BA.

Mr Hollocks appealed to the Planning Inspectorate against the enforcement action, arguing there had been residential homes on the land for 20 years and that therefore it should be granted permission.
The government official dismissed these claims and decided there was not enough evidence to support these claims.
It means the enforcement action has been upheld and Mr Hollocks has been told to permanently cease keeping caravans on the site and remove the two homes from the land.
Mr Hollocks and his son William, have also lost appeals relating to a workshop built without permission at the Beauchamp Arms and they have been told to take down the building.
